TANJUNG SELOR – Gubernur Kalimantan Utara (Kaltara), Drs. H. Zainal A. Paliwang, S.H., M.Hum kembali menegaskaskan terhadap penggunaan anggaran perjalanan dinas tidak melebihi anggaran belanja modal.
Gubernur pun meminta Inspektorat dan Badan Keuangan Aset Daerah (BKAD) Kaltara untuk segera mengecek penggunaan anggaran tersebut.
Hal ini kembali disampaikan Gubernur Zainal Paliwang usai mengikuti Rakornas Pengawasan Intern Pemerintah 2023 secara daring yang dibuka Presiden Republik Indonesia Joko Widodo pada, Rabu (14/6/2023) kemarin.
“Saya sudah pernah sampaikan ketika melaksanakan Apel Pagi Senin (14/6/2023) lalu, biaya perjalanan dinas jangan sampai melebihi belanja modal. Pastikan setiap kegiatan itu orientasinya untuk rakyat,” kata Gubernur Zainal Paliwang.
Bahkan, penggunaan anggaran di daerah mendapat respon dari Presiden Joko Widodo (Jokowi). Ia mengatakan anggaran di daerah yang hanya prosedural, tidak konkret, dan tidak berorientasi pada hasil-hasil.
Presiden mengungkapkan banyak anggaran APBD di daerah tidak tepat sasaran, yakni untuk rapat dan perjalanan dinas.
“Jangan sampai sebuah anggaran itu 80 persen untuk perjalanan dinas, untuk rapat-rapat jadi konkretnya tidak muncul,” ujar Jokowi di acara Rakornas Pengawasan Intern Pemerintah Tahun 2023 di Jakarta, Rabu (14/6/2023).
Penggunaan dana ini, kata Jokowi, harus diubah dari yang berorientasi prosedur menjadi berorientasi hasil agar belanjanya konkret dan optimal.
“Begitu bisa dibalik, 80 persen (untuk kegiatan) konkret, 20 persen perjalanan dinas dan rapat, barulah penggunaan anggaran itu produktif,” tutup Jokowi.
