TANJUNG SELOR – Gubernur Kalimantan Utara, Drs H Zainal A Paliwang SH, M.Hum menerbitkan surat edaran (SE) No. 800/0586/BO/GUB tentang Sistem Kerja ASN dan Non ASN di Lingkungan Pemerintah Provinsi Kalimantan Utara. Diterbitkannya SE tersebut untuk menekan penyebaran Covid-19 berdasarkan status dan zona di wilayah masing-masing.
“Pada kabupaten/kota dengan status level 4, diberlakukan 25 persen Work From Office (WFO). Dan 75 persen Work From Home (WFH),”jelas Gubernur.
Sedangkan pada kabupaten/kota dengan status level 3, diberlakukan WFO 50 pesen. Demikian pula pada kabupaten/kota dengan level 1 dan 2 yang berdasarkan status zonasi. Jika Zona Hijau, pelaksanaan tugas kedinasan dilakukan WFO 100 persen. Selanjutnya, pada zona kuning diberlakukan 50 persen WFO dan 50 persen WFH.
“Dengan ketentuan, pegawai yang melaksanaan WFO melaksanakan presensi kehadiran finger print dan bagi pegawai WFH melaksanakan share location di kantor dan mengisi absen manual,”jelasnya.
Kemudian pada zona orange, pemberlakuan WFO 50 persen dan WFH 50 persen. Dengan ketentuan kehadiran, pegawai WFO melakukan share location di kantor. Sedangkan bagi pegawai WFH melakukan share location di rumah dan mengisi absen manual.
“Pelaksanaan apel pagi dan senam bersama hanya dilaksanakan pada saat status Zona Hijau pada level 1 dan 2,”terangnya. Gubernur mengimbau agar para pegawai yang melaksanakan WFH tetap melaksanakan pekerjaan dari rumah
“Apabila kehadirannya dibutuhkan, maka para ASN harus melaksanakan WFO. Saya juga meminta perubahan sistem kerja ini tidak memengaruhi pelayanan publik. Karena itu, pelayanan publik tetap berjalan seperti biasa,”beber Gubernur.
Gubernur juga menginstruksikan agar dapat mengatur jadwal pelaksanakan WFH dan WFO pada organisasi perangkat daerah (OPD) masing-masing. Gubernur meminta agar pejabat tinggi pratama, administrator, pengawas, fungsional madya dan muda dapat melaksanakan tugas kedinasan secara WFO.
Berdasarkan laman vaksin.kemenkes.go.id (per 19 Februari), asesmen situasi Covid-19 di Kalimantan Utara berada pada level 3. Dari 5 kabupaten/kota di Kaltara hanya Kabupaten Malinau yang berada pada level 2.
Level Asesmen Situasi Penanggulangan Covid-19 berasal atau dibentuk dari 2 kategori yaitu tingkat penularan dan kapasitas respon. Masing-masing kategori ini dibentuk oleh indikator. Kategori tingkat penularan dibentuk oleh indikator kasus konfirmasi, perawatan, dan kematian. Sedangkan kapasitas respon dibentuk oleh indikator testing, tracing, dan treatment.
